A 23-year-old Haitian who entered the United States through the Biden administration’s CHNV parole program has been charged with first-degree murder in the shooting death of a longtime Walmart employee outside a store in Cheltenham Township, Pennsylvania.

Destino Jean-Louis is accused of waiting in bushes wearing a mask and fatally shooting 45-year-old Latosha Ann Cooper in the head as she left the Walmart on October 21.

At 9 AM on Friday, October 23rd, Destino Jean Louis, 23, was arrested by @USMS_Philly on the 6600 block of N. 18th St for immigration violations. Investigators say Jean-Louis and Cooper met while both worked at the Walmart in 2024 and later married in what officials described as an immigration-related arrangement intended to help him obtain a green card.

Cooper allegedly told him she could help him get legal status.

Officials denied the marriage petition in July, after which Cooper withdrew the filing and cut off contact.

Court documents and local reporting indicate Jean-Louis became angry, repeatedly contacted store employees asking about her schedule, and was placed by cell-phone data outside the store on multiple nights.

A co-worker told police he had previously admitted assaulting Cooper and said that in Haiti “such disrespect was not tolerated.”
