Sly HIV law backfires on Health Minister

THE proportion of homosexual men contracting HIV has risen every year since the Berejiklian government controversially scrapped mandatory disclosure laws. 

The changes allow HIV-infected people to “legally hide” their condition from sexual partners and paying clients.

Described as a government-enabled “con job” on sex partners, Health Minister Brad Hazzard slipped the contentious changes through among a raft of amendments in 2017. 

Rather than being legally obliged to advise a partner of infection, the new law instead requires an infected person to use “reasonable precautions” to prevent transmission.

The legislation, however, does not define “reasonable precautions” and is described by legal experts as “terrifyingly vague”.

NEW INFECTIONS

The proportion of homosexual men contracting HIV has increased from 68.9 per cent of new infections in 2017, when the amendments took effect, to 70.5 per cent in 2018 and then 70.8 per cent in 2019.

These figures were released in a NSW Department of Health report NSW HIV Strategy 2016-2020.

Prior to Hazzard’s amendments, the proportion of new infections among gays had decreased every year, bar one, since 2011 – from a high of 81.0 per cent.

While the overall number of new HIV infections is declining, the growing proportion of man-to-man transmissions is an unspoken but growing concern.

Speaking in support of the amendments in 2017 Mr Hazzard said there was no evidence that disclosure prevented the spread of sexually transmitted infections.

“The report found that disclosure is inconsistent with public health messages, which focus on safe sex and the need for people with infections such as HIV to be on treatment and can discourage people from getting tested,” he told Parliament.

CAPTURED BY THE LEFT

While the identity of the report referenced by Mr Hazzard wasn’t disclosed during his speech, it is widely understood to have been sourced from the radical Left-wing advocacy group, Aids Council of NSW.

Otherwise known as ACON, this organisation claims to be a “fiercely proud community organisation that recognises diversity in gender identity, gender expression, sexual orientation, intersex status or any other protected attribute”.

In lobbying against HIV disclosure, ACON said it was wrong to place “legal responsibility for preventing HIV on one person” and that, instead, it should be a “mutual responsibility”.

“People with HIV are highly motivated to prevent HIV transmission and [mandatory disclosure] implies otherwise,” its website states. “Disclosure is not a reliable safeguard to transmission.”

  2. It seems this is another example of this govt’s ‘nudge, nudge, wink wink, say no more’ attitude to laws to protect the community. It is certainly not the Liberal Party of Bob Menzies that we admired, respected and supported. Certainly not like the Liberal Division of Victoria, to which I was so proud to belong before coming to NSW in 2008.
    First the NSW Strata drug laws to protect that portion of the community living in the mushrooming strata developments. Police are not empowered to enforce them to prove a victim’s case, neither are the property managers who manage the units. If you live alone and don’t want to expose friends and family to the poison, you don’t have a hope of proving it alone!
    Then the Ruby Princess debacle which became responsible for so many NSW deaths from the virus, while the Minister and Health blame shifts: ‘experts turned a blind eye to their duty, and allowed infected passengers to disembark and spread the infection’. Since then they refuse to accept the advice of the PM and his real experts who have been so successful in making Australia safe in spite of the inadequate Premier and pseudo experts in NSW, and have now gone into overkill of prevention. Gladys underestimated the strength of the parent/child family bond who largely ignored her directives on Mothers Day. She’s so out of touch with the community on a number of fronts where she has no life experience. And yet I quite like her as a person, but my criticism is of her as a Premier where she is so inadequate to our needs.
    And now Minister Hazzard, after his disappointing performance on this Aids and other fronts, I have been hearing in the community, has long loved the limelight but can’t be relied on to do much.
    So on this other matter of life, death & health in the community – Aids – one should not be surprised on his attitude and neglect of the duty we pay him for.

    It seems that “Brad the Butcher”, whose biggest claim to fame is having been the facilitator-in-chief of the unfettered slaughter of unborn innocents, is quite the paragon of woke virtue.

    It beggars belief that pathetic individuals like him are even allowed in the Liberal Party. How long will those of his ilk be tolerated by party members who should know better?

  4. Well it brings a new meaning to their Rainbow Mantra of “LOVE IS LOVE”. And there are real consequences if you disagree with the Mantra…..it is deadly!
